This was built during the time of Philippine President Elpidio Quirino, a native of Vigan, Ilocos Sur. That was in the 40's. The structure in the center was done to repair the middle portion of the bridge, which was damaged by rampaging waters from the mountain bringing logs with it.

 

 

Quirino Grandstand is where Philippines's President traditionally take their oath of office and deliver their first address to the nation (Joseph Estrada broke with tradition and had his inauguration at Barasoain Church, site of the drafting of the Philippines' first democratic constitution).
